Must a supervisor approve each workers daysheet?

Is it correct that the software requires supervisors approve each workers daysheet? If so, is there a way around this. Our supervisors do not approve workers day sheets before they are printed and keyed into the state system.

Someone has to approve the contacts before the "DSS-4263 Report" on menu 28 will print the contacts. A worker may approve her own contacts.
