Why does the create a case screen disappear?

I mentioned this once before, but it happened again yesterday: When putting in a new child and creating a foster care case, after the create a case screen and you hit enter the screen goes back to the new application screen. It doesn't do it all the time, but it does it enough that it is confusing during training when this happens. Any ideas as to why this occurs and/or what we can do about it?

If you press F13 in the Create Case window, the program returns to the Placement Summary screen, where it is supposed to return.
