Can we hide unassigned incidents from workers?

I told Mr. Briley the supervisors wanted to list unassigned incidents for certain people like supervisors and not to show them for regular workers. He said he have to think about it. I suspect that means that he doesn't know who should see the incidents and who shouldn't -- I can sorta see his point. What do you think? If he has a brainstorm, I'll let you know.
