How do I maintain Program codes?

How do I put program codes in for Reception, Administration etc.? If someone comes in to visit someone in the reception area they are no program codes available and I would like to add some. I went in under standard codes (Menu 19) but did not see anything that looked like program codes. Please find my example attached.

Programs are Services, which are maintained on menu 18. Before you add programs for Reception or Administration, consider whether they are actually delivering services to clients or applicants.
